Key Responsibilities
Human Resources Management
-
Manage full-cycle HR operations including recruitment, onboarding, offboarding, employee relations, and performance management
-
Ensure compliance with U.S. federal, state (Texas), and local labor laws and regulations
-
Develop and implement HR policies, employee handbook, and internal procedures
-
Oversee payroll coordination, benefits administration, insurance, and vendor management
-
Support visa-related coordination (if applicable) and global mobility policies in collaboration with HQ
-
Act as a trusted HR partner to managers and employees, handling employee relations matters professionally
Office Administration & Local Setup
-
Lead and support local office setup in Dallas, including office selection, lease coordination, and vendor onboarding
-
Manage office operations such as facilities, supplies, IT coordination, and general administration
-
Establish local administrative workflows aligned with headquarters’ standards
-
Coordinate with external service providers (legal, accounting, payroll, insurance, etc.)
Cross-border Coordination
-
Serve as the HR/Admin point of contact between the U.S. office and China / global headquarters

Assist with localization of global HR policies and internal communications
-
Support cultural alignment and smooth collaboration between global teams
Qualifications & Requirements

Bachelor’s degree or above in Human Resources, Business Administration, or related field
-
5+ years of experience in HR management, with exposure to both HR and office administration
-
Proven experience in local office setup or early-stage U.S. operations
-
Strong knowledge of U.S. employment law, HR compliance, and HR best practices
-
Prior working experience with Chinese companies or China-based headquarters is a strong plus

Fluent in English; Mandarin proficiency is highly preferred
-
Hands-on, proactive, detail-oriented, and comfortable working independently

Authorized to work in the U.S. and able to work onsite in Dallas, TX
