Regional HSE Manager
Responsibilities
Regional HSE Leadership & Strategy
-
Develop, implement, and oversee health, safety, process safety, and environmental programs across the Asia region.

Formulate and execute regional HSE strategies and plans aligned with global HSE objectives and local regulatory requirements.

Serve as the responsible HSE representative for the Company, ensuring compliance with all local regulations and government reporting requirements.

Act as the primary contact point with regulatory authorities.
Compliance & Culture
-
Ensure the Company establishes and maintains state-of-the-art HSE standards, management systems, and practices for safety, environmental protection, and occupational health.

Promote a strong HSE culture through effective communication, training programs, and behavioral safety initiatives.

Work with local site teams and key business partners (e.g., tollers) to ensure full compliance with applicable laws, regulations, and the company policies.
Operational Oversight & Continuous Improvement

Manage, coach, and mentor HSE teams and site personnel in Shanghai and across Asia to enhance HSE capabilities and performance.
-
Oversee regional incident investigation processes, ensuring thorough root cause analysis and implementation of corrective and preventive actions.

Conduct regular HSE visits and inspections of regional facilities, identifying areas for improvement.

Drive continuous improvement by identifying and implementing best practices and innovative solutions.

Monitor and report regional HSE performance against KPIs, identify trends, and implement proactive measures.
Training, Audit & Crisis Management

Lead and support the development and delivery of HSE training programs for employees and contractors.

Support the Corporate HSE Audit program by selecting and staffing audit teams with appropriate expertise.

Serve as a key member of the Europe & Asia Crisis Team, available to receive and respond to crisis calls from sites.

Provide HSE guidance during mergers and acquisitions to enable fact-based decisions and seamless post-merger integration.

Oversee the structure and implementation of HSE & PSM-related IT software.
Qualifications
-
Bachelor’s degree in a related technical field (Master’s degree preferred).
-
Professional certifications such as CSP, CIH, or equivalent.
-
Certified lead auditor for HSE-related ISO norms (preferred).
-
Minimum of 5 years of experience in HSE roles within complex, multinational organizations.
-
At least 2–5 years of experience in an HSE leadership role with regional responsibilities, preferably in the chemical or a related industry.
-
Proven track record of successfully developing and implementing HSE strategies with measurable results.
-
In-depth knowledge of international and Asian HSE regulations, standards, and best practices relevant to the chemical industry.

Proficiency in HSE management software and data analysis tools.
-
Excellent written and verbal communication skills in English; proficiency in other Asian languages is an advantage.

Strong leadership, coaching, and interpersonal skills with the ability to influence stakeholders at all levels.

Demonstrated ability to solve complex HSE problems and make sound decisions.

Strong analytical, risk assessment, and incident investigation skills.

Proven ability to develop and deliver effective HSE training programs.

Excellent organizational, program management, and time management skills.

Flexibility and adaptability to work effectively across diverse cultural and regulatory environments.

Stress resilience and the ability to make sound decisions under pressure, especially during crisis events or incident investigations.
